Promotion of Local Development and Relationship with Communities
GUIDED BY THE PRIVATE SOCIAL INVESTMENT PLATFORM, KLABIN’S SOCIAL AND ENVIRONMENTAL ACTIONS INCLUDES INITIATIVES FOR DIALOGUE, ENGAGEMENT, MANAGEMENT OF IMPACTS ON COMMUNITIES, EMPOWERMENT, AND DEVELOPMENT PROJECTS
— Care for people and the land

Generate positive social and environmental impact and establish a relationship with neighboring communities are among Klabin’s goals for social and environmental actions, whose guidelines follow the Private Social Investment Platform, which systematizes the company’s investments in four lines of activity – education, local development, environmental education and cultural development – and two main lines: land and people.
Promoting local development and a relationship with the community involves the assessment and mitigation of actual and potential impacts related to the company’s activities, engaging stakeholders to identify expectations and needs, initiatives for dialogue and local empowerment, and socio-environmental development projects, the details of which are presented throughout this chapter. These topics are managed based on Klabin’s Sustainability Vision and Policy and the Stakeholder Engagement Policy.
All programs included in this platform, described here, will continue to be implemented in 2018.
— Engagement begins in the company
The structuring of the Community Relations Department in 2016 in Paraná brought more governance for the topic in the company, allowing it to promote employee engagement for Klabin’s social and environmental performance, focused on the development of land and people. In 2017, 44 employees received training on community relations.
Klabin continuously engages members of the local community in five manufacturing plants, representing 31% of the company’s total operations. They include the Puma and Monte Alegre Units, in Paraná, and the Correia Pinto and Otacílio Costa units, in Santa Catarina, in addition to Goiana, in Pernambuco. In these last three units, Klabin has been promoting local development programs, encouraging the development of Dialog Forums in the communities, and establishing local sustainable development plans.

The programs developed by Klabin in the communities where it is present, focused on health, culture, education, sports, leisure and the environment, totaled BRL 22.4 million in 2017, of which BRL 5.6 million were made possible through Brazilian incentive laws (Ancine, Rouanet and Sports).

— Puma Investments
During the period covered by this report, Klabin also ended the cycle of social investments relating to the Puma Project – which gave rise to the Puma Unit in Ortigueira (PR) – totaling BRL 30 million since 2013, funded by the National Bank for Economic and Social Development (BNDES). The initiatives made in 2017 include the inauguration of the Telêmaco Borba City Park, with 1.5 km of bike and hiking trails, and the Queimadas Cultural Center, a theatre with the capacity to hold 350 people, in Ortigueira.
— Boosting the social and economic dynamics
In addition to managing potential and actual operational risks and impacts, Klabin seeks to maximize positive impacts of its activities in the area and boost economic and social development. For example, the 13 municipalities within the area of direct and indirect influence from the Puma Unit, in Paraná, receive support from Klabin for the development of their Multi-Year Plans (PPAs). Twelve municipalities in the area, responsible for supplying wood to the Monte Alegre and Puma Units, have received diagnostics with Local Development Guidelines. Initiatives such as the Beekeeping & Meliponiculture and Social Forests Program also contribute to increasing income and production diversification.
The Anthropic Monitoring Committee, established for the Puma Project to monitor the social and economic indicators of the municipalities of influence throughout the work, carried out its activities in 2017 by holding two meetings with representatives of the communities of Telêmaco Borba, Ortigueira and Imbaú (PR). Another example is in the Goiana Unit (PE), where the Local Development Forum was implemented following the structure previously applied in Santa Catarina, using innovative methodology, from the Social Progress Index.

— KLABIN EDUCATION
Klabin’s actions in Education include initiatives to improve education, sports and citizenship. The projects focus on training teachers and students of all educational levels (early childhood, elementary, secondary, technical and after school activities), and improving school infrastructure. Semeando Educação, Crescer Lendo and the actions carried out by the Terra Viva Association are examples of projects that encourage a volunteering attitude among Klabin employees.
Crescer Lendo [Grow Up Reading] Project
In partnership with United Way Brasil and the Avisa Lá Institute, the initiative promotes training to early childhood development professionals and the establishment of children’s libraries in municipal schools. Since its inception in 2014, Crescer Lendo has reached 26 municipalities in eight states where Klabin operates. More than 10 thousand children have been impacted. The program has trained over 600 early childhood development professionals (teachers, educational administration staff, principals and pedagogical coordinators) and donated more than 15 thousand books.
Klabin Semeando Educação Project
This program offers consulting services to principals, educators and teachers of 31 state public schools, sharing methods, best practices and tools to improve school management indicators, including leadership training and expanding the participation of the school community. The program is developed in the municipalities of Telêmaco Borba, Ortigueira and Imbaú, in Paraná, supported by Falconi, a consulting firm, and by Klabin employees, who act as facilitators. Since its creation in 2017, it has offered training to more than 140 school administrators, benefiting over 11 thousand students.
Klabin’s Terra Viva Volunteer Association is a non-profit organization established in 2003. Since then, it organizes and promotes citizenship and solidarity actions with the support of employees and their families. The projects can include specific actions, such as collecting clothes, food, milk, blood donation, and other special occasion activities; or educational, such as helping people find their first job; and offering creative technical classes such as guitar, language, or computer courses, among others. The target audiences served range from children and young people living under social risk or bearing physical disabilities to the elderly.
— KLABIN SUPPORT FOR LOCAL DEVELOPMENT
Klabin believes that economic, social and cultural empowerment of communities is a path for the development of the regions in which it operates. Thus, its social investment initiatives strengthen the skills, knowledge and the potential of each area, through Community Development Forums, the Matas Legais and Planning Sustainable Properties (Matas Sociais) programs, in addition to the Beekeeping & Meliponiculture project.
Klabin expanded the Community Development Forum in 2017, implementing the initiative in Goiana (PE). The project, which began in 2015 in the Santa Catarina municipalities of Correia Pinto and Otacílio Costa, has been enhanced. In this new phase of the Forum, Klabin applied the Social Progress Index (SPI) methodology that measures items related to the region’s quality of life, regardless of economic development, thus more effectively identifying the actual situation of the municipality and pointing out the priorities to be addressed in the Forum. The proposal presented by the Forum, which includes various players of the organized civil society, is to jointly create a new management model based on the discussion of solutions to local issues. In these forums, rather than playing the main role, the company acts as one of the players, seeking answers to contribute to local sustainable development. Read more about it in “Best Practices” at the end of this chapter.
Developed in partnership with the Environment and Life Preservation Association (Apremavi), Matas Legais consists of actions related to rural property planning, conservation, environmental education and forest development in the states of Paraná and Santa Catarina. Small and medium-sized owners are instructed to act in a more efficient, profitable and environmentally-friendly manner. Producers participate in courses, develop joint efforts, exchange visits, and receive free seedlings of native plants. The program also encourages forestry actions using planted forests of pine, eucalyptus and native species; the enrichment of secondary forests; the recovery of riparian forests, supporting the conservation of water sources; organic agriculture and eco-tourism.
Matas Sociais – Planning Sustainable Properties
The program aims to assist family farmers from Ortigueira, Telêmaco Borba and Imbaú (PR) with the Rural Environmental Registration (CAR) in the Environmental Recovery Plan (PRA), sustainable planning, and diversified use of the property. Thus, it encourages family farming, staying on the field, development of local production and consumption chain, as well as entrepreneurship. It is developed in partnership with the Brazilian Micro and Small Business Support Service (Sebrae), The Nature Conservancy (TNC), and Apremavi.
In 2017, the initiative helped 84 new properties, totaling 338 properties that received assistance since June 2015. One of the highlights of the year was when program participants started selling part of their agricultural production to the company that supplies meals to Klabin’s units in Paraná. One of the rural producers increased its family income by selling baskets of organic products through a social network channel. Producers also received free agricultural inputs from Klabin’s Waste Treatment Unit (learn more in Environment). (GRI 203-2)

Beekeeping and Meliponiculture Program
Through this program, which began in 2005, Klabin lends its forests to small and medium rural producers for bee husbandry. In addition to strengthening family income, the program benefits the conservation of biodiversity and ecosystems since bees pollinate local plant species, while improving the productivity of other crops.
In 2017, the program reached a record production of 40 tons of honey from producers of Ortigueira and Telêmaco Borba, Paraná. Since it was established, 143 tons of honey have been produced and sold. The initiative is developed in partnership with the Association of Beekeepers of Telêmaco Borba and the Caminhos do Tibagi Cooperative. In 2018, the program was extended to the municipalities of Otacílio Costa (SC) and Angatuba (SP). (GRI 203-2)
Support to public administration
Based on the belief that efficient planning and good governance are the key to boost local development and in line with its sustainability policy, Klabin supported the municipalities of Imbaú, Telêmaco Borba and Ortigueira, in Paraná, in the development of their Multi-Year Plans (PPA). With the help of a specialized consulting firm hired by the company, the local city governments developed their planning, identifying priority projects for 2018 to 2021. The PPA, set out in Article 165 of the Brazilian Constitution, is a medium-term plan that establishes guidelines, objectives and targets to be followed by Federal, State or Municipal Governments over a four-year period.
Regional Development Guidelines
In 2017, Klabin also presented the Regional Development Guidelines (DDR) to 12 municipalities in the region of Campos Gerais, which had applied to receive the increased ICMS contribution from the Puma Unit, in Ortigueira. The work to identify the guidelines, carried out in 2016 by an outsourced consulting firm, was included in the Social and Environmental Action Plan related to the Puma Project.
The DDRs were divided into strategic dimensions and serve as a guide to the municipalities to work together to improve their indicators, setting priorities within the four axes established for sustainable development: economic, social, environmental and institutional.
The 12 municipalities covered by the Regional Development Guidelines are Cândido de Abreu, Congonhinhas, Curiúva, Imbaú, Ortigueira, Reserva, Rio Branco do Ivaí, São Jerônimo da Serra, Sapopema, Telêmaco Borba, Tibagi, and Ventania. The implementation of sharing the additional ICMS contribution from the Puma Unit among the municipalities still depends on a number of issues, currently under discussion. In 2017, two meetings were held by the Steering Committee responsible for the matter.
In 2018, the company should approve the Klabin Program for Regional Development support in Paraná, establishing, among the 27 guidelines identified in the study, those that will lead the territorial action, while participating in the structuring of programs and projects to implement the other guidelines in 12 municipalities of the region in which the company currently operates.
Proceeding with the Strategic Management Planning process already deployed in the municipalities of Telêmaco Borba, Ortigueira and Imbaú, where Strategic Management Planning activities and related monitoring have been carried out in 2017, emphasis is given to Monitoring the implementation of the Multiannual Plan. The work aims to empower the local government management teams through the monitoring process, introducing public planning tools to obtain results and achieve goals and in the pursuit of efficient government management. It also aims to establish and consolidate tools and procedures to monitor Strategic Management Planning within government teams.
For 2018, a new front involves the support of the municipality of Imbaú in the development of the Tax Administration Modernization Program. The program will develop an investment project for the municipal public administration aimed at modernizing tax administration and improving the quality of public spending, enabling efficient management and generating increased revenues and/or reduced unit cost of services provided to the community. Among other actions, it will support the acquisition of machinery and equipment related to the modernization of tax administration and the improvement of the quality of public spending.
— KLABIN AND THE ENVIRONMENT
With regard to Environmental Education, Klabin maintains projects for teachers and students of the communities to spread ecological awareness, support respect for the environment and conserve biodiversity. Some of the projects include Caiubi, Protetores Ambientais, Crescer, Parque Ecológico, and the National Heritage Private Reserves Conservation Program (RPPN).
Programa Caiubi [Caiubi Program]
The program trains teachers from municipalities in Paraná and Santa Catarina, with the support of municipal administrations, institutions and professional partners to disseminate eco-friendly concepts and help educate citizens to become aware of their responsibilities to the environment. Since 2007, the program has impacted 442 schools, over 1,200 teachers, and almost 160 thousand students.
Protetores Ambientais [Environmental Protectors]
Theoretical and practical training for elementary school students on nature conservation, environmental legislation, aspects of local fauna and flora, first aid, civic duties, morals and ethics to help create cascading effects in environmental education. Run by the Environmental Police of Santa Catarina, it has been supported by Klabin since 2005. Since then, it has benefited 345 adolescents from 11 to 14 years of age in several municipalities where the company operates in Santa Catarina.
Força Verde Mirim
The project, formerly named “Guardians of Nature”, started in 2014 in Telêmaco Borba (PR). It expanded its activities to Ortigueira (PR) in 2017. Intended for 4th and 5th grade students in municipal schools, it aims to promote environmental education and raise awareness about the environment and the importance of preserving natural resources, through theoretical and hands-on activities. The project is carried out in partnership with the Environmental Military Police of the state of Paraná and the municipal Departments of Education. In 2017, 65 students participated in the program.
Projeto Crescer [Growing Up Project]
Continuous training of direct and indirect employees on environmental issues, health, family management, quality of life and professional growth, among other topics. In 2017, in addition to wood suppliers, over 900 employees and third parties participated on 38 different fronts in Santa Catarina. In Paraná, over 1800 employees and third parties attended four quarterly lectures intended for field and administrative teams.
Created in the 1980s and located at Fazenda Monte Alegre (PR), Klabin’s Ecological Park is established on an area of 11 thousand hectares, 71% of which are natural forests. The activities performed at the site are intended to conserve biodiversity, wildlife rehabilitation, preservation of endangered species, development of scientific research, and support for environmental education projects.

Klabin’s initiatives that support cultural development through artistic expression include the activities carried out at the Vera Lafer Cultural Center, such as Meninas Cantoras da Klabin, Passo Certo, Nossa Língua Digital and Decolar, as well as projects developed by the Ema and Eva Klabin Foundations.
Meninas Cantoras da Klabin [Klabin’s Girls Chorus]
Established in 2004 at the Monte Alegre Unit and expanded to the Puma Unit in 2017, both of which are in Paraná, Meninas Cantoras da Klabin is a group of daughters of Klabin employees and girls as young as 7 years of age from the community of Telêmaco Borba and Ortigueira. It promotes choral singing and teaches music theory concepts, rhythm and vocal technique. Until December 2017, 1,049 girls had participated in the program at the Monte Alegre Unit, and 115 at the Puma Unit.
Passo Certo [Right Step]
Established in August 2008 at the Monte Alegre Unit in partnership with Studio 3 Cia. de Dança, the program expanded to the Puma Unit in 2017 and consists of activities such as contemporary dance and capoeira for kids and teenagers, children of employees and youth of at least 6 years of age in the communities of Telêmaco Borba and Ortigueira. Its main goal is to develop body language through art and promote the participants’ quality of life. Until December 2017, 1,096 children participated in the program at the Monte Alegre Unit, and 116 at the Puma Unit.
Nossa Língua Digital [Our Digital Language]
In partnership with the Jaborandi Institute, the program seeks to improve the oral and written communication skills of young people between the ages of 13 and 18, children of employees and residents of the community of Telêmaco Borba (Paraná). It uses new information and communication technologies to address topics such as identity, sexuality, the environment, citizenship and drugs. Since 2009, the program has trained 1,039 students at the Vera Lafer Cultural Center. The program is also being developed with public school 5th graders, associating the topics addressed in this project with the annual class curriculum. The program has been underway in Telêmaco Borba since 2010, having trained 1,467 students, and in Ortigueira since 2017, with the participation of 218 students.
Projeto Decolar [Launch Project]
The initiative, carried out by Klabin since 2013, has the support of the Municipal Department of Education of Telêmaco Borba and the Army, seeking to spread the culture of safety in the neighborhoods around the Monte Alegre Airport. Students from the 2nd to the 5th grades in public schools, between 7 and 10 years of age, are taught to spread safety information received in the classroom, to raise awareness of family members, neighbors, visitors, and other people in the community by encouraging proper behavior, avoiding crossing the airport area for any reason, while preserving and respecting airport assets. In 2017, 847 students participated in the program.
— Dialogue channels
Klabin’s forest area has teams dedicated to talk to and promote engagement with communities, through channels such as the Ombudsman (form found on the website) and Fale com a Klabin [Talk to Klabin] (a toll-free 0800 number, email, and suggestions boxes), where anonymous contact can be made. The most frequent topics are the impact made by forest operations in Paraná and Santa Catarina, such as dust, noise and increased flow of trucks on rural roads. The identification of impacts uses tools such as the social impact matrix and pre- & post-operational diagnostics of the forest area.
The Ombudsman channel is managed by the Audit and Ombudsman Department, which receives the reports, forwards them to the departments concerned, and follows up on the progress of the implemented actions. When the reporting individual agrees to be identified, he or she receives an update on the progress of the reported issue.
Fale com a Klabin is managed by the Community Relations department, in Paraná and São Paulo, and by the Environment and Forest Certification department, in Santa Catarina. For reports received through these channels, the goal is to respond within two days (Learn more at “Two-Way Street”, below).
In 2017, Klabin received 2,197 reports through the Ombudsman’s office and Fale com a Klabin related to human rights, labor practices, environmental issues and impacts on the community. Of this total, 92% (2,027) had already been resolved at the completion of this report. In addition to these, another 60 reports that had been recorded earlier were resolved in 2017. (GRI 103-2)

— Klabin in the community
In 2017, Klabin strengthened its communication actions with communities where it holds industrial and forestry operations in Paraná. One of the initiatives was the Klabin Minute, a one-minute radio broadcast whose content is updated every two weeks, providing information on the company’s economic, environmental and social activities, creating one more opportunity for dialog. The program is aired in 15 municipalities in the region of Campos Gerais, and aims to allow the communities to learn about Klabin’s daily activities, its social and environmental projects, as well as its products, commitments and achievements.
According to the community survey held in 2017, there is 62.8% perception of Klabin’s commitment to the community in part of these municipalities, thus representing a closer relationship with the local public administration; efficient dissemination of Klabin’s work in the region; effective response to demands made through Fale com a Klabin; and assertive implementation of preventive/corrective measures relating to operational impacts. As another way of developing a closer relationship and expanding the knowledge about the company and its products, Klabin promoted traveling fairs in several municipalities. “Klabin in the Community” is held in public places and welcomes the population to learn about the company’s production process and some of its social and environmental projects. It also promotes the dissemination of organic products of farmers supported by the company, environmental actions by municipal recycling programs and citizenship services offered by city governments. In 2017, six events were held in the communities of Telêmaco Borba, Ortigueira, Imbaú, Tibagi, Reserva, and Curiúva, reaching approximately 5000 people.

— Impact management
Managing the impacts of Klabin’s operations involves mapping, matrix development, and specific control and mitigation initiatives. For example, the measures taken to reduce dust caused by truck traffic during collection involve wetting the roads, investment in roads, route planning, and procedures that limit the hours of operation in certain locations. Klabin has been examining alternatives to the use of water based on materials resulting from the production process, in order to reduce water use (see more at 2018 Highlights). The company also promotes awareness campaigns with the drivers, contributing to the mitigation of impacts.
Measures to reduce noise and traffic of heavy vehicles also involve the new Pulp and Paper Logistics Unit of Paranaguá (Paraná), through which Puma Unit pulp, as well as other products, are being processed for export. In industrial operations, impacts are reassessed whenever there is a significant change in the company’s processes, such as the expansion of production capacity or the installation of new equipment.

— Two-Way Street
In 2017, the second annual perception and image survey held by Klabin within the communities in Paraná identified improved indexes relating to the positive perception of the company’s activities and its commitment to the region. The year on year progress in this item was 17 percentage points, exceeding the goal of advancing 9 percentage points.
The company attributes the improved perception and image to the dialogue initiatives carried out and intensified in the last year, such as Klabin in the Community, Klabin Minute radio broadcast, and channels such as Ombudsman and Talk to Klabin. These actions allow the public to learn about Klabin’s actions and the company can monitor the perception of any impacts of its operations.
The first survey was conducted in 2016 and covered six cities; nine cities participated in 2017 and the 2018 survey will cover all 12 municipalities of influence of the company’s operations in Paraná.
— Human Rights

Klabin monitors its human rights impacts on occasions such as routine actions required by FSC® and OHSAS certifications, or in exceptional cases such as the implementation of new projects, like the construction of the Puma Unit. To do so, it follows the guidelines set out by the International Labor Organization (ILO), the Equator Principles, and the international practices adopted by the IFC and the Inter-American Development Bank (IDB).
The operations certified by OHSAS 18001 – Occupational Health and Safety Management System, which were also assessed within the human rights scope in 2017, include the following: South – Otacílio Costa (kraftliner manufacturing in Santa Catarina), Correia Pinto (sack kraft paper manufacturing in Santa Catarina), and Monte Alegre (packaging board and kraftliner manufacturing in Paraná); Southeast – Angatuba (kraftliner manufacturing in São Paulo). This represents 31% of the company’s entire operations. (GRI 412-1)
The company maps all traditional communities in its area of influence, such as quilombolas, faxinalenses (Paraná communities that inhabit small areas and live off of their relationship with the forest), and indigenous groups. With regard to its relationship with these communities, the company abides by Brazilian legislation and the ILO 169 recommendations. Since 2012, it has conducted a survey of indigenous baselines and analysis of the dynamics present in the Indigenous Lands of Tybagi-Mococa and Queimadas, of the Kaingang people, located in Paraná. Subsequent follow-up is carried out through the Plano Básico Ambiental indígena [Indigenous Basic Environmental Plan], with regular assessments. In the reporting period, there were no cases of violation of the rights of indigenous peoples or traditional communities. (GRI 411-1)
— Best practices
The community is organized around the “city of dreams”
Community Development Forum in Goiana, Pernambuco, seeking alternatives for sustainable development with the participation of various local sectors; the work is supported by the application of the Social Progress Index and compliance with the Sustainable Development Goals.
When members of sectors of society as diverse as members of major industries, traditional communities, or organized civil society come together, these groups will almost certainly have very divergent opinions, presenting an imminent risk of distress and conflict. However, that has not taken place in the Community Development Forum in Goiana, Pernambuco, a municipality in which Klabin holds three industrial units. The initiative, encouraged by Klabin’s similar and successful experiences in the municipalities of Otacílio Costa and Correia Pinto, in Santa Catarina, was implemented in Goiana in 2017.
The Forum involves various representatives from community and encourages them to jointly seek a management model based on the discussion of solutions to local issues. In these meetings, neither Klabin nor any other participant plays a starring role. The company, like all other participants, is interested in finding answers able to contribute to sustainable local development. Representatives of the industrial segment include the Chrysler Fiat Automobiles (FCA) Group, established in the Goiana industrial hub, representing an important partner of the municipality.
Consultant Judi Cavalcante, from Avesso Sustentabilidade, was one of the partners responsible for diagnostics of the municipality and for assisting during the first meetings. He explains that the work arose from a survey to learn about the municipality’s social and environmental situation. To that end, a tool was adopted that measures items related to the region’s quality of life, regardless of economic development: the Social Progress Index (IPS), a methodology developed by the Avina Foundation. “Applying the IPS, with the support of the Federal University of Paraíba (UFPB), provided us a starting point for the situation faced by the municipality and its actual priorities”, he says. Furthermore, the IPS assumes the implementation of periodic surveys to monitor the progress of the discussion on identified topics.

“In addition to this methodology, we apply a dynamic action that allows us to learn from the participants about their ideas on the Goiana of their dreams, combined with data from secondary sources, which enables us to develop an overview of the situation”, he explains. These results were associated with a global agenda – the UN Sustainable Development Goals (SDGs). “Based on this alignment, we identified a large number of issues associated with the reality of the municipality. But since it is impossible to address all issues, we need to prioritize them. That is how we identified four major topics for Forum representatives to focus on in 2018, divided into working groups: education, employment & income, culture and tourism”, says Cavalcante.
Until the first quarter of 2018, six Forum meetings had been held, each attended by 30 participants on average. They representi industry segments, the church, government, traditional communities, and the general community. Based on the topics discussed, the working groups have already defined some of the guidelines for action throughout the year. “The Forum allows participants to share ideas, providing a plural and democratic space, based on a new local development method and, although it is fostered and supported by great companies such as Klabin and FCA, it has the autonomy to seek the sustainable development of the municipality”, says the consultant, who highlights the importance of the initiative, especially to direct social investments made by the companies and the government in the municipality.
